Complex infrastructure programs can appear ready on paper while knowledge-transfer gaps, workforce constraints, supply-chain uncertainty, weak handoffs, and decision friction remain unresolved. WIMS is being developed as a decision-support environment designed to help leadership teams make uncertainty visible earlier, protect institutional knowledge, and strengthen readiness before critical work is authorized.
